Heating tapes on PVC

When using Heating Tapes on PVC Piping should the sensor be tucked in side of the insulation or left out exposed to the temperature ?

Heat trace tapes that have a temperature sensor will always tell you to never cross or insulate the tape.

I'd suggest spending for self-regulating heat tape that doesn't have a sensor.
