Hein-Werner Jack Model K Question

My Hein-Werner Jack, Model K , when I first got it, I could move that little lever on the handle and jack up the jack without holding the lever up.
Then if I pushed it in, it would release, and allow the pin to engage the holes on the 3 positions, to move the jack around.
But now I have to hold the lever up to allow me to jack the jack up.
Is there a way to adjust this?

Here is the drawing Im talking about too.
# 18 is the part i'm calling the little lever.
See # 18 un-treaded a while back, and I may have lost # 19, and 21, the spring and the washer.
I have a spring I think should work.
Hard for me to see how this works, seems to me the spring would hold # 18 out all the time.
No one ever had experience with this part I'm guessing?
Guess I'll fool with it, it's supposed to warm up for a few days this week.
Appreciate any help?

When you pull up on the lever it disengages to allow you to change the quadrant or angle in which the handle engages the pump pistons. Is there tension when you lift the little handle? If so, I would double check what's going on down near the pump pistons and adjust accordingly.

yeah, there is tension on it, it springs back .
But when I raise up on the handle, part # 1 engages into 1 of the 3 holes in the frame.
I thought the handle was supposed "to allow you to change the quadrant or angle in which the handle engages the pump pistons."
But when I got it, It either engaged in one of the 3 holes, or there was a position
where I could jack it up.
So What I had, was either engage in one of the 3 holes, or I was able to jack it up.
I was never able to adjust the position where I could jack it up from,
So I guess it didn't work right from Day one.
I don't know.
I guess I'm not getting my head around how its supposed to change the angle in which the handle engages the pump pistons.
It is Supposed to at some point, snap into one of the 3 holes on the frame (Part # 1 ) though Correct?
Damn it, I wish I had one I could look at and see how it was supposed to work.
I don't mean to sound like a dumb ***, But I just don't get it.
Unless I'm not doing it right or something.
Part # 1 pops into the frame # 21 where I have the arrow shown.
But when It pops into one of the 3 holes, It don't jack up.
It (the handle) stays stable with the body of the jack.
The spring, 19, and washer 21, go on the outside of part 22, Right?

I know what, I did search,several times,
But do you know if there is a user manual on line for this model jack?
or does someone have one they could scan.
Maybe that would help.
Like I said, maybe l'm not doing it right.

Spring 19, and washer 21 were MIA.
Found another spring and washer, and it is allowing me to either lock pin 1, onto the frame, or the lever will lock into a spot where I can jack it up.
Like when I 1st got it.
I'm thinking, it is working as it should.
I'm happy with it at least.
