Hein Werner Trouble Shooting

I'm trying to get a Hein Werner WS working and I could use some input.
The hydraulic fluid is up to the screw on the rear of the tank when horizontal as shown. I can pump the jack piston out about 1" using my foot but no further. Can I do anything short of rebuilding it? Its needed to pull a transmission out of my car and its the only one that accepts the transmission saddle that I own.

I stood the hydraulic unit on end and filled it up. Then laid it down and let the excess fluid run out. Pumped it up, blead it off and repeated the filling process. It finally extended out. Unfortunately, when I pressed the ram back in, fluid leaked heavily from around the ram. I'm assuming this means that I need to replace the two packings (no. 2 in the diagram). I was warned by jack repair service that many of the seals available today do not fit correctly so I don't want to replace parts with worse parts. Hopefully Hydraulic Parts Supply can supply what I need.
