Asbestos: welcome to the forum. i'll ask a few guys on the vise thread and maybe get an answer for you and have them PM you if they have one to sell. I can tell you it's not a common one.
do you know if it had a swivel jaw and a pin holding it on the static jaw (rear jaw on the vise)?
take a look and read a few of the 20,000 post on the vises of garage journal to see if you can find your dad's old Parker or maybe another one you like as well.

I am nearly certain it had the pin for the swivel rear jaw. I never attempted to remove it. I haven't been able to match it with any photos of Chas Parker Vises i've seen online. Thanks for looking and replying.

Asbestos: i posted your partial picture of your Parker on the big vise thread and no comments yet. keep looking or maybe you'll find a different one you will like better.
Dayid.org has a wiki where there are a lot of pictures of vises. the Vise thread on GJ has more pictures if you have the time to go through the thread and see them or here is the link to Dayid's Parker vises. your #686 isn't on his list, but i own a lot of vises that are not on his list or that have pictures.
