I was given some really old tools and want to revive them. need rubber grips on pliers etc and sand wood handles. should I use tongue oil on wood ? what do u suggest for rubber grips?

Welcome. What area of California?

Plastic dip works well for grips. Wood grips, it depends on what the tool is used for. If it's a screwdriver or chisel I wouldn't use anything that would make them slippery. I generally don't put anything on them. I don't like to remove the patina on old tools. I just clean them.

Welcome! I have in the past, just pushed plastic tubing over the handles. Have found the reinforced type works best.

You might consider Plastic Dip for your plier handles.
