Help! Bottle Jack Doesn't Work

A friend gave me a 20 ton bottle Jack that doesn't work. I took it apart, put new oil in and I can't figure out why the ram won't raise with the pump. I drained the oil back out. The ram raises with air at the closure valve port, and it raises with air at the pump port if the closure valve is close. I removed the pump and it seems to make air when I hold my thumb over the end and pump it. The check valve appears to work as well. Any thoughts? I'll try to post some pics.

There's no check valve under the pump, just what I would call a port. I assume the check valve works, wherever it is, because I can use air pressure to raise the ram at the closure screw port when the pump is removed. If the check valve wasn't working I assumed air would escape from the pump port instead of raising the ram. Is that assumption correct?

Injecting air into the release port and getting feedback via the cylinder only indicates that the circuit between the upper ball/cylinder is closed (on your standard valve system). If the Lower ball is missing or suspended because of **** it would prevent the Jack from operating via the pump piston. There has to be some sort of valve system on the Jack, that would be the first place I would look.

Based off the release components alone I would say it's Lincoln based, the sticker isn't very readable, but I think I can make out Allstate. If memory serves that was either a Sears or Montgomery Ward brand for some rebranded items.

Allstate was indeed a Sears brand.

Mine was well worth the effort to get going again. Never fully ID'd the OEM though.

Probably a spring and steel ball for the check valve. Pull the valve and see if there is a cup that would hold a ball under it. There is a chance the ball fell into the reservoir when you removed the valve.

I found the problem, the smaller ball on the check valve was stuck. There is a pressure plug in the base that retains the check valve assembly. It works well now. Thank you very much to Hiball, and Larryjones, for providing direction. Kudos.
