HELP! Can Anyone Identify This Tool

I found this tool at a local garage sale and would like to know what it would be used for. Any help identifying this tool would be appreciated.

maybe a type of grinding implement?

or maybe a comb and now we know why so many of the old guys didn't have much hair.

sorry i really have no clue and will be watching to see what others say.

Just a guess but I've seen similar tools used for leather working.

May be possible it's for leather.
I've also seen something like this in use for chopping up blocks of ice.

That is an ice chipper! It was used for chipping ice off of the big block of ice that used to power your fridge.

Ice chipper is what I have seen them used for when we bought ice out in the country 55 years or so ago.
