Help! Can you identify this? I can't.

This item came in with a bunch of stuff from a machinist. It's 3-1/2" long, has a 3/4" shank, and the shank has an indentation, which makes it looks like it chucks into a machine of some type. My guess is that is some sort of tool holder, but that's as far as I have gotten. Anyone out there seen one of these?

I'm pretty sure thats a milling cutter, it takes a round carbide insert with a centre hole and will cut a radius, similar tools are used in the injection mold maching process. They can be used to create various shapes.

Looks like a radius fly cutter is the winner. I've had plenty of fly cutters over the years, but never seen one like this. Thanks, guys!
