i put them back in where i though they were. what purpose do these plugs fullfill? if i do normal bleed operations will i be ok or should i take it back and claim stupidity.

thank you

Most floor jacks self bleed through the fill port which is on to of cylinder (usually just a rubber plug). If it is low, top it off.

The 2 "do not adjust" ports on the block are pressure ports. One is used to switch from fast to normal lift speed at a certain load. The other is the safety/overload.

Usually, there is a cover screw cap on each and another screw with spring and ball underneath. They are not marked as to which changes lift speed vs overload, but if you can figure which is which, you can adjust it so that it kicks down at somewhere between 100lbs and 200lbs. You can't adjust the other (overload) unless you have a load that is the same weight as the jack rating.

Sounds like its a new jack. Yes return it. Even if you removed the do not adjust plug, it should still pump up. The fill plug is probably rubber and is on the cylinder. Hard to get to, hard to get out, hard to get in. I just did this last night with the HF transmission jack I bought yesterday. The directions say to check the oil and bleed it before you use it. Mine was a good 3 ounces of fluid low straight out of the box. I guess not putting in three ounces of oil over thousands and thousands of jacks is making someone money.
