When you go to either start a thread or reply to a post, scroll down just a bit and you will see a button for managing attachments - it's not super-obvious but it's kinda on the right side just below your text box. If you do not see it, choose the "go advanced" button and it will be there. Click it then track down the pic and click upload and that's it.
