Help ID a wrench from the UK

I have no clue what this is for and would like some help please. There was a paper label stating, Made in U.K. It is stamped "Type-A". Those inserts came loose and seem almost like a bakelite product or something similar. They have a hard consistency. Thanks fellas.

It looks like a puller for a faucet cartridge to me. Seems like that's the most likely thing. In any case, it's a specialized tool to turn something that isn't anything standard. Might be useless, unless you happen upon that particular thing that needs to be removed or installed.
