Help ID another tool

Can anyone help ID this item. Found in a barn they were going to tear down so I picked it up. So far no one has been able to help. Found another at a large flea market but the fellow who owned that one didn't know what it was either. The large section appears tapered maybe a handle fits into???

It looks to me like it is designed to be used almost like a modern lever operated chain binder (used to secure heavy equipment on trailers etc.). Each split ended hook looks like it is designed specifically to interlock with a chain link, then with a long wooden handle attached to the tapered handle socket you could pry and pull the chain together using high leverage. It could be used almost like a simple comealong for yanking on something also.

Thanks Guys, I now know and............the rest of the story is I think I picked up the chains with it in that old barn. I thought they were just some old chains that were forge welded so I picked them up. Just couldn't let them toss them in the garbage. They have unusually long links so when I get back down to my garage I've got to see if it all goes together. Again, Thanks to all and to SCscoutguy for the links!
