Help ID these tools

My dad inherited my grandfather's tool box quite a few years ago, but only used the usual tools (sockets, wrenches, etc). He never got into some of the more specialized tools in the bottom of the tool box.

During Hurricane Harvey, the tool box was submerged in 7 foot of water, and now my parents have gotten to the point where he could work on completely cleaning out the tool box and cleaning up the tools. He's at the point of the more unusual tools, and has no clue what some of them are and is coming to me for help.

I'll post more up if/when he finds more, but this is the first, and I'll reply with the second.

The first is this. It has a bolt connected to a tapered shaft that runs the length of the tool. As you tighten the bolt, it expands the "steps" on the other end. The expansion, though, is VERY minimal. I've gotten a few interesting theories off Reddit, from an internal pipe wrench to a universal internal collet (which seems the most plausible).

Could the first one be some type of universal seal driver? Tighten the bolt down to spread the appropriate step enough to fit tight, then smack it home with a hammer? It seems made strong enough to take some swings from a hammer and not damage the tool.

The 2nd pic is a piston ring groove cleaner missing some parts. The 1st pic looks like an old seal installer / remover tool ??

Good call on the second one, guys. I know my grandfather did a good bit of engine work, so that makes sense he'd have that.

I'm still leaning towards to seal installer on the second one as well.
