Help ID these Vacuum Grip Pliers?

I shouldn't have bought these, 'coz I have no idea what they are. Maybe some type of battery terminal plier? Can one of you historians please tell me what I purchased, here?

Notice the much brighter metal on the visible handle...same on the other side, too. Looks to be a different type of alloy. What's up with that?
