Help identify a mystery tool

Greetings and thank you for looking. I found this tool in my BIL estate and was wondering what it would be used for.
It has 4 cone point bolts, I assume this holds something.
I have searched and could find nothing that would explain the tool.
Any help would be great.

Often used during the cooling process for the tooling used during the manufacturing of saw sets.

I realize it's not what it's for, but since you have it, I want to know if it works as a wrench for the other kind of tap.

Look in the box for one with a "H" on it...

Or better yet, look for someone who has only one with an "H" on it, and sell them this "C" to complete their set!
