I pulled this out of an old service station. It has The Accurate Gear Co. Springfield, Ohio cast into the top and stamped around the rim. It appears to be some sort of gas burner that sat on the ground but I might be way off. I can't find anything like it online nor do I see anything about the maker.

They made ring gears that were shrink to fit on flywheels. What you have appears to be a heater to expand the ring before putting it on the flywheel.

More than "sort of right". You guessed it as a heater to install/remove gears from other parts which it is.
