Help identify old "Canadian" tool

I think this is an old polishing or grinding arbour that's belt driven from an electric motor.

Any more information about the company, or tool?

What would that swinging spur do?

Looks like something you'd find in an old boat works or mill.

Its a tool or part rest. Like you would have on a grinder.

I will get some more shots tomorrow when I'm back in the garage.
