Help identify this drill press

Hello all! First time post, probably in the wrong spot, but I'll give be it a go anyway. Can u guys help me identify this drill press? Most importantly what is on the top of it. It's looks like I'll the vari-slo deal, but I'm not sure. Please advise. Love this site!
