Help identifying cornwell tool

Item has markings pu-196 with cornwell above. Nothing more. Paid $1, good find?

Any idea on age or what it is used for?

Possibly a power steering pulley remover? Seems like what I remember.

Power steering pulley puller. Mine works a lot better with a Ideal type hose clamp to help hold the jaws on the pulley. Even more useful now that a lot of pulleys are composite and break if you touch them hard. You also probably need the pulley installer tool which has a ball bearing to help push the pulley on the shaft as you tighten it up. You scored on that one YOU ****.
