Help Identifying Possibly Fireplace Tool?

Has anyone ever come across a tool like this before? It was found on top of an air duct right next to a furnace. Image should be attached. It's about 30" long.

Complete guess.
Stuff crumpled newspapers in it, light it, and put it in the firebox to start the fire.

I'm thinking it is for pre-heating the actual flue so when you start a fire, the flue is warmed up and will draw immediately. Like the previous poster said, stuff some crumpled paper inside the hoops, light on fire, and push it up into the flue itself. Again, just a guess, but the length of 30 inches makes me think it goes up the flue.
