I am 100% sure that this was in a old popular mechanics mag! i was given a box of old 40-50's mags and this was a do it yourself rotating storage. Wish i had the article on the how too.

The little auto parts store around the corner from me (about 45 years ago) had a display like that. About 5 feet high with a lazy susan type rack inside and a sliding/rotating door. Don't remember what brand of tools was in it, but at 8-10 years old, it was fun to spin.
