I believe you have a non-marring pipe wrench. A google image search shows some variations of it.

Cant remember specifics ( too early and its been a while ) and I guess I may be wrong but it seems to me that this has to do with poured babbit bearings. Id like to have it.

Has more of a hardware look than tool look to me. Maybe for a chain link fence? For holding the barb wire on the top rail maybe.

1st I thought an early strap wrench, then I thought it would be good for holding light emery or crocus cloth against a journal for polishing. I like the babbitt bearing link theory.

Early bathtubs and lavatories used a good deal of exposed nickel plated piping, and 1 1/2 sounds reasonable for a drain pipe. Non marring pipe wrench seems like a very likely explanation.

Well the inside diameter of the home is 2 1/8 x 2 1/4. It's a quandary.

Ive seen similar tools that were for very early piston ring compressors.

I am not sure what it is for, But I don't think it was for chain link fencing.

Wrap it on some 1-1/2" pipe, and see how it fits.
