Help identifying tool/use

My father in law gave me a box of random tools that were his dads and I found this. Im guessing its used to clean something but I've never seen anything like it, so I have no idea what its used for exactly. It has no markings other than "Japan". Anyone know what it is?

Yea, I have one of those!!! It's a battery terminal cleaner. The one side is for the post type connections on the battery, and the other is for the inside of the cable connection.

They work good for corrosion on battery terminals.

They are for just shinning up the terminals for a better contact..not for removing the corrosion. Corrosion is best removed with warm water.

Actually the goopy looking corrosion I believe you are referring to is not corrosion per se, its an acidic reaction and is best neutralized with a baking soda and water solution. warm water will simply spread the acidic mess around and give you a bunch of rust to deal with later.

The brush IS to remove the corrosion on the post and battery clamp. Lead does oxidize and turns black when it does...

+3 Battery terminal/post cleaner. I agree to deactivate the acid before using brush, little bits will get slung all over and eat up hour paint or? After it is cleaned properly, install the battery pads (green/red) then spray terminals.
You can avoid this, purchase an Oddeyse or Omnia yellow top battery. They are AGM batts so no liquid comming out for lunch.
