Help identifying tool

So I was looking through my dad's toolbox and stumbled upon what looks to be a drill bit, however as I've never seen one like it, it was impossible to identify by myself.

Assuming it is a drill bit, does anyone know what it is called?

And in case it isn't a drill bit, what could it possibly be? :dunno:

It was a Rawl drill. Went into a red holder and striking tool.

When I was a kid I used a Star drill, 4 flutes, to bore a hole into some rocks we were trying to split. With the wedges the rocks split quite easily.
No holder though. Miss and it was sore hand time.
