The one on the bottom is a tool to put in place of GM's V-6 top dogbone engine mounts to pull the engine forward some for rear engine service.

Yes. thats all there is to it. When your upper "dog bone" mounts are removed, you place the tool where one of the mounts were. place your mounts bolts through the holes in the tool, tighten the big nut on the tool and move your engine forward.
