If there's a cutter head up inside,maybe for turning the end of chair parts,legs,arm posts,posts for the seat backs,to get a taper on them?

Not sure what it is, but I would use it to spin the water or solvent out of a paint brush after washing it.

See the post above - spin the water or solvent out of a paint brush after washing it. Get a nice paintbrush out and put it between the jaws, pull the ring to tighten and done. Remember, paint used to be all oil based and good brushes weren't thrown out. The spinner gets the solvent out, and doesn't involve the spinning between your hands, allowing you to use a can to spin the brush to recover the solvent and keep the mess down.

My vote is for a brush cleaner also.

The end looks like the one I have.
