Avoiding the speculum jokes, ill say it is a pair of "pong" dental pliers for wire bending in orthodontics.

A quick search uncovered their website. They make upholstery tools.

I would call them long nose pliers. As Eddie just said… probably a good tool to help with pleating fabric or especially upholstery. Anybody remember tuck and roll custom upholstery?
