Not saying this is what it is, but it look alot like a tool used to put tension on strand for arial cable. They use them to relieve the tension on the pairs inside of a big phone cable so splicers can have a little slack to work with.. If I had to guess, that might be used for something similar.. Whatever it is, it looks like it a purpose built, dedicated tool..

or braiding/splicing cables? thank you for pointing me in the right direction. due to death in the family (Pa) I have a lot of cool tools i need to ID and maybe help Ma sell. We were all tree experts but he had many hobbies so lots of tools. some stuff Ive never seen before. wish he was here to tell me what's what thanks again.

Does the contact on the end of the threads rotate (stay stationary when tightened)?

Any chance it could have been used to align steel I-beams in heavy construction?
