You have plate of steel mounted to the floor that is rated for lifting?
Not sure that makes much sense. It almost sounds like you have the base to an existing lifting system (i.e. Jib crane with 2 Tons @ 24" height) that has had everything else removed.

Is lifting actually a requirement? Or do you only need to move the load?
If you don't need to lift to that 24" height, just grab some heavy duty rods/rollers and go old-school.
