Help me ID my latest tool find

I picked it up at a flea Market in Amsterdam, over the Christmas holidays. It is something between a screwdriver and a prybar. It is 24 inches long, with a massive wooden handle, and a tapered tip on the other side. Below the handle, there is a stamp that reads "J.H.PEACE&SO..." and the Number 21 with an arrowhead. Any and all suggestions will be highly appreciated!!!!!

The broad arrow mark, of course, denotes that the item is/was UK-government property. So the tool was probably British army/navy originally.
