Help me identify this box

Just picked this up. All I know is that in the top storage area it says MADE IN USA 1978. $20 took it home... please tell me I did well, other than the fact I need to work on the paint some.

the handles look like a Mac from the early 70's.

one little update... there is a metal plate that's been painted over a couple times... i can barely make out the word "blackhawk". pretty sure that's all i got to go off of.

now that i'm thinking about it... it has 03-78 stamped on it. i thought it was originally a date code, but maybe this is a model number?

Waterloo made a lot of boxes for other companies......this is one of them......3- 78 is the date code..

I had a Waterloo very similar to that one. Fewer drawers but the same style. It was made in 1979.
