Help me identify this old "mystery" tool, please.

I'm cleaning out my Dad's shed since he passed away. I have a pretty good tool knowledge, but found one that has me stumped. My Dad was into auto mechanics, and taught auto shop at a local high school for many years after his stint in the Army during the Korean era. His Dad was a fire fighter that raised cattle on the side. My other Grandfather was a machinist for the old N&W Railway. So THIS could have come from any of them. It looks like some sort of crimping tool. Anybody know what it may have really been used for?

My guess, a metal band crimping tool, probably used with a band tightening tool.

Maybe for crimping lead-wire seals on shipping containers, boxcars etc. Might be for banding pallets etc. but most of the ones I’ve seen were bigger than that.
