Help me shop for my lighting!

Hey Gang,

As I mentioned in a few earlier posts, I am re-doing my garage and am now at the point where I need to get some lighting so I know how to run the electrical. My plan is to hard wire two rows of three (3) 4' two florescent lamp fixtures with a middle row two (2) fixtures tied into my garage opener to light a 24' X 25' garage.

Living in Wisconsin, I need some low temp ballast and looking to use T8 bulbs.

These are some options:

They look nice but I worry that the cover will limit light and require more lighting than I planned

I guess my main questions is:

Does anyone have covers on their lights and regret having them instead of brighter lights?

And, what makes those uncovered light strips different? I assume it is the quality of the ballast.
