Help my little brain understand these please!

OK - I have a new to me 240 single phase welder. It came without a plug attached. I would like to use it by plugging it into my generator which has a 240v outlet rated at 30 amps. The welder is supposed to be a 23amp device? In looking at the cord it has a black wire, a white wire and a grn wire. I took the cover off and the grn wire is in fact the ground and both the white and the black wire run up to and are switched in the voltage/intensity levels of the welder . I see no netural wire as such. How do I wire this to be used with a 30 amp4 prong twist lock plug. I have a male plug that is labeled, w-netural, x and y - both hot and grn - ground. Can someone take me to school please.

the 30 amp twistlock receptacle is a L14-30 which has two hots, a neutral, and a ground. Your welder does not need the neutral. The cord has a white wire in it because 3 conductor cord is made with black, white, green regardless of its intended use. When installing your L14-30 plug on the welder, green goes to green grounding screw, the black and white wires from the welder go to the two 'hot' screws on the plug which are X and Y, the brass colored ones. The W silver neutral screw stays empty.
