Looks like something to manually (the old way of doing it) cutting tongue and groove on the edge of a board. Maybe just the groove side?

No it cuts the tongue side. Also odd as its doesn't appear to be designed to cut a tongue from a bare edge but just deepen it or clean it up. As it doesn't have a fence nor if you had a fence would you be able to control it correctly. Most tongue and groove planes have a single plane handle and an adjustable fence. One would use their left hand to hold the planes fence against the board and stabilize it while pushing with their right hand. I am guessing this is a flooring installer tool to just "clean" up a tonge while working on the floor with a board held between his knees

Also the handles "may" be screwed in to the wrong side. Short boards the low hanging handles would cause your hands to hit things. Hard to tell though. If you unscrew the handles is the seat area underneath machined?

Non-width-adjustable Tongue-cutting plow (or plough) plane, for use with ONE size of flat board.

The flat metal sides ARE the fences.

The handles look like they are in the correct orientation to use the plane by PULLING the tool towards you, similar to a spokeshave. You'd probably have to use that tool in a sit-down type workbench, again similar to using a spokeshave.

IMHO.
