Help to identify a tool

Hi, guys. I found this Tool on an estate auction, I think is some king of Gaging Fixture but I can't find anything online.
Any information you can provide me would be greatly appreciated.

Seems to be a tube bender or tube straightner?

Sorta reminds me of a roller for straightening coiled tubing, fuel lines, etc but the mounting plate doesn’t look it would hold it in a useful position for that.
