Help with Metabo HPT 36v

I bought a Metabo HPT 36 volt impact wrench because I already have MHPT tools. My charger says it will charge the 36 volt multi volt batteries but when they are done charging, they only measure 18-20 volts on my multimeter. Wouldn’t my 36 volt battery read 36 volts? Thanks for the help.

The 36V multivolt pack is two 18V batteries in one case. If you put it on a 36V tool, the tool connects the batteries in series for 36V. If you put it on an 18V tool, the batteries are in parallel, for a longer run time.
