What carrier do they use? FexEx and UPS love to slap "brokerage fees" or "administrative fees" on international orders. USPS and DHL tend to be more honest (though USPS has the dreaded "Network Distribution Centers" that too often double as black holes...).
I'm currently fighting FedEx over an international delivery because their customs people aren't competent enough to grasp that a special rate of duty (i.e. a lower rate resulting from a bilateral or multilateral trade deal, or on the flip side a higher rate because of some punitive tantrum by our government) overrides the general rate of duty for any given classification. Despite being informed, pointed to the relevant pages of the Harmonized Tariff Schedule, and even sent copies of the relevant pages with highlighting and arrows, they don't seem willing to correct their clear and obvious error. So so so stupid. I suspect we're not the only ones affected, and there's a class action ripe for the filing...
One nice thing about Amazon is they have the market power and shipping volume to bend the carriers to their will. Alas, they do not export PB Swiss to the US.
