Hey, put up security cams, I'd like to see videos of the neighbour's response.
Show some of them and hide others so he will avoid the ones he can see! and don't forget trail cameras with high resolution capabilities.

My sister has a very bad neighbor who would encroach on her property ( which was clearly marked) and use his back hoe and clear trees and dig out the soil so his son could use it for a quad riding area. After stake markers and boundary yellow tape were put in with a certified survey, the Dhead would pull them out and move them ( proved with trail cams and video) it took the county court and the sheriff's office over a year and finally bagged him and she won a judgement for the property damage and loss of trees. He lost the house and equipment .

So....

Any advice on building the fence safely?

May I suggest pouring a double wide "rat wall" & sinking in a few 20' Tall x 4.0" OD x 11ga Thick, Square Straight Steel, Anchor Base Light Pole?
In theory, it should hold up to the fence that is mounted to the poles & you could encase them with wood to make them look like a natural privacy fence.

It may cost a bit upfront, but it'd provide a long durable life of privacy imo.

I feel your pain, & I'm unfortunately stuck by limits of $ & local ord. to make such changes.

Don't start a fight you are not willing to see through to finish, Napoleon, Hitler and Tojo made that mistake.

Build a standard 4' or 6' chain link fence just inside your property line as determined by survey and staking. Give up the idea of a 12' tall fence. Buy and install high quality room-darkening shades on the windows affected. If the lights are an issue when outside, how about building an elevated child's playhouse where needed.

Take up mosquito farming? They love the lights.

This may sound stupid because I'm sure the OP is fuming mad but I would first get the property surveyed and marked legally. Then put up a cheap 4 or 6ft field fence with cameras on it. This may make them angry but when they do mess with it you will have the proof. Theres really no way around going to court in the end. And it's better to win over a cheap field fence than it is over a 12' multi thousand dollar fence.

Plant some trees for the security light issues your having.

I had a neighbor like you who hated everything I did so much, that he refused to speak to me about any of his concerns. He felt he needed to complain to every government agency (sheriff, building and safety, regional planning, b.o.s., town council blah blah blah) until they all accurately labeled him an "excessive complainer."

He moved.
