Don’t know but I’m in for the answer. Looks interesting. Obviously designed to clamp something to a pipe/bar temporarily.

I'm guessing, based on having a similar one, that its for holding an umbrella to the back of your beach chair. I forget who ID'd it for me (Outlawmws)

It looks like a clamp used to mount an umbrella to a chair/table.

It is absolutely an umbrella mount. How many do you want? I've got a few laying around here because I thought I could find a use for them (yeah, right). If you don't come get 'em my kids will have to throw them out when I die.

That is similar to Bogen parts used in studio backdrops and lighting stands also used for lighting umbrella mounts too.
