Help with tool identification

I recently scored a nice sized lot of old body/mechanics tools from Craigslist. (I will post pics soon) The guy's Uncle was a body man from 40's-90's. I can't seem to figure out what this thing is though. I think it may be an older door skin tool used to crimp down the flange but I am not 100% sure. It says "Willie Tool#1 Pat Pend" on the handle. Its hard to see in the second pic but it's there. Anyone have any ideas?

I reckon it's a 'Joddler' aka Joggler for putting a step down in a panel in order to fit a repair section flush with the surrounding metal.

Ok. That would make sense too. The bottom handle adjusts to make it tighter/looser and it looks like it can be turned with a wrench or socket.

Anyone else?

3baygarage-It does resemble that exhaust tool. Its killing me that I can't find any info on this thing.
