Help with UTICA Pliers

Anybody have a clue what these are for? It looks like it reads "5392".

They look similar to nock pliers for putting arrow nocks on a bow string. How long are they?
The nick pliers I have are about 5 inches or so long.

Looks like it, they look like cut down needle nose.
