Thank you for the information! I talked them down to $30 so I am pretty happy.We don't plan on reselling it we just want to restore it and use it

So it finally came in today! I have decided only to work on the rust and to leave the rest alone because I love the patina of it. Isn't there a clear coat that will seal in the Rust so it won't get worse? We are going to take it apart and clean the rust that doesn't have paint on it but I thought I saw something somewhere that sealed everything in so the rest wouldn't get worse. Or am I just dreaming?

Those brown stains might be just surface rust. Take it apart and clean with diluted Simple Green or equivalent and a brass or stiff bristle brush. Dry thoroughly with a heat gun or hot sun.
Coat with boiled linseed oil to retard rust. After a while the BLO will harden and preserve your original paint.
That’s how I do it.
Here is how a Reed 1C of mine came out after that treatment.
