I was given a nice tool, that I need in my shop. I have one but it's not made in the US. It's broken where the roll key goes through at the rear. Is it ruined, or can it be fixed?

Not even close to ruined. You could weld the cap to the body of the vise or build up the missing chunk with weld and then re drill it for a new pin.

It's now mounted to my service truck, but if I can fix it I would buy a base for it and put it in my shop. Where would be the best place to get a base?

Would it be better to build it up or to weld it to the body

If you're a good welder and aren't pressed for time then it'd be nicer to build it up, file it to look nice n neat and then drill a new hole.
If you're just gonna beat on the vise then who gives a heck what it looks like or how it's fixed as long as it works.

I think a base is going to be expensive no matter where.
You might want to re post this in the general tool section . It's busier and maybe some one has an extra base they would sell.

That's not critical part . . .what the other's have said. But at least give it a new ocat of paint?

I would personally graft a piece of steel to fit and then braze it in. Since it will most likely be painted, color match isn't an issue and you will have an easier time with post drilling and cooling issues. Kind of a strange break, especially if the other ones isn't broken. Is the nut OK?

May possibly just have been slightly weaker, or stressed, cast at that side. Possibly even the pin just being a bit too tight a fit for the hole at that side. As you say, does seem unusual that only one side popped.

someone tried to drive the pin inward and broke it. Not all that uncommon w/those imho.
