Herbrand 2348. What is it??

I was going through some items that i will be bringing to the Flea Market and came across this Herbrand #2348. I have looked and came up with nothing. The open end is not threaded. Any ideas?

Shackle bushing punch for Ford V-8. This is the 7/8" version for the rear spring, there was a 3/4" that is for the front spring.

I checked alloy-artifacts before posting as I didn't see the 2348 there.

Was this used in a clamp? I don't see any other punches like this one and what year Fords was this for.

Was this used in a clamp? No used to drive out old bushing and install new bushing.

1932 and up V-8's with transverse springs.
