Although Herbrand enjoyed a long and storied history, this set dates from after the Triangle acquisition when Herbrand was "positioned" as the economy line in the Triangle stable with Bonney at top and Utica the mid-point.
The only piece in the set pictured that was made in the USA is the spinner handle. The rest of the set is known to be of poor quality and the sockets broke quite easily.
In spite of the claims in the ad above, if you want to pick up a "great" tool, it won't be that Herbrand set...
