I have an idea how it works but what is it called?

It is Herbrand 2126. It is 1/4 drive. You turn the knob and the drive end spins.

I don't know about Herbrand, but other mfg. made these and the tool came with specific 1/4" drive sockets for different carbs---slotted recessed flat blades, Allen head etc.

^ yeah. Indestro part number was 2820 - came with the driver handle (shown in your photo above), a 1/8" hex drive for GM V8 distributors, slotted/phillips screwdriver bits, and an odd bit for adjusting GM carburetors.

hmmm... might come in handy if you had to start a nut on something using a 1/4" drive socket where you had to go around a corner. they all had a standard 1/4" square drive on the business end - probably all made by the same outfit.

here's the Indestro equivalent showing the attachments that came with the kit.
the item does not appear in my mid-1960's Herbrand catalog No. 66.

I can't speak to the Herbrand, but I can say that the Indestro 2820 set didn't sell worth a damn. I think we sold maybe three or four in ten years.
Might have something to do with the reason they're not often seen.

can see why sorta a useless tool unless tuning an old car

:lol: when I was selling them those "old cars" weren't that old.

That GM distributor that used the little 1/8" hex key to set the dwell was used in half the cars on the road when I started (full time) in the parts business.
