The Hobart Handler 190 and 210 seem to both have 7 settings for the voltage.
But if the 210 is capable of more power then does that mean each increment is slightly larger on the 210?

Slightly, but it might just be on the top end of the range. What determines amperage and thus power in a mig welder is the wire speed, which you will see the 210 has a little more on the top end than the 190. The voltage is increased to compensate for a high wire speed. The 210 is a little heavier built as it has a larger duty cycle, but its biggest selling point is the MVP (230v and 115v) input. Otherwise they are pretty close machines.

In real world unless you are using the machine at its absolute top end all the time, I doubt you would see any real difference. With a welder, always buy the biggest you can afford.

thanks for the opinions/info fellas
the above line is the one i am hanging on these days as i have saved enough for the 210 though have been planning on the 190.
i do have 220V in the shop which i use with an old stick welder.

plan at this point is keep shopping the best deal $ on those two and one of them will be joining me shortly in the shop!

Keeping a stick welder around will cover most of your bases. The stick will cover the real heavy duty welding you make do that would be to much for a smaller 220 wire welder.
