It cant be the same reason that fire trucks use them...not in this location

May I suggest you introduce yourself. I have found four posts on these chains and deleted one as a double post. I have moved the topic to Free Parking for you. Be patient as I am sure some one will have an answer for you but to me I see no purpose.
