Yes. I've seen them at the flea market and want to get a pair but they've always been used as bolt cutters and aren't too happy about it.

They also made small wire cutters, cable cutters and cable crimpers (electrical and wire rope/aircraft cable), chain cutters, nut splitters, spring winders
